Tax Credits & Incentives

The State of Georgia has developed an attractive package of financial incentives.  Click here to view the "Economic Development Financing Packet" as published by the Georgia Department of Community Affairs.

  • Job Tax Credit Tier 1 status qualifies new or expanding business in the county for a job tax credit of $3,500 per job.
  • An additional $500 credit per job is available because the community is part of a regional joint development authority, the Greater Savannah Regional Authority.

Local incentives contingent upon a company's commitment to the community in the forms of capital investment and job creation/retention may include the following:

  • Property Tax Abatement - Manufacturers, distributors and certain other qualifying businesses may be offered exemptions from local property taxes for a negotiated time period.
  • 100% Freeport Exemption - Toombs County and the City of Vidalia offer 100% exemption on ad valorem taxes for all qualified inventory.
  • Land - Qualifying companies may be eligible to receive low cost/no cost land located in established, publicly-owned industrial parks.
  • Site Work - Qualifying companies generating a significant economic impact to the community may be eligible for assistance with site work.
  • Industrial Revenue Bonds (IRBs) - For qualifying projects and companies, the Authority would be willing to participate in long term financing through low interest IRB's according to terms worked between the project and its lender.  Neither the Authority nor the Board of Commissioners of Toombs County will assume liability of the bond documents.  Other means of financial assistance are negotiable.
  • Expedited Permitting - Certain projects require commitment from the local leadership to expedite permitting and plan review.  The Authority will assist with expedited permitting as needed to the extent allowed by local and state law.
  • Eligible for USDA loan program (REDL).
  • Eligible for New Market Tax Credits (NMTC).
  • Participant in Foreign Trade Zone 104.
